He steals because it is fun for him and judging by the fact that in this card, he is stealing from a group of soldiers means he’s really not all that concerned with getting caught. It’s more the thrill for him, he likes the rush of doing things he’s not supposed to. This could also be someone who just cuts corners all the time and chooses to take the easy way out instead of putting in the work and doing the job well. He is fine with going half-assed and not doing his best.

Reversed: Either he got caught or he fessed up, either way, he is doing the time for his crime.
